As you can see above, Trees VA is affected by many stakeholders. Most of the Stakeholders fall into two categories: Environmental Protection and Local Governance. Based on the goals of the organization, this spread of stakeholders makes a lot of sense. It is the job of Trees VA to bring together the desires of the built and natural world. It would be monotonous to describe the role of every stakeholder listed in the table, but it is important to display the breadth of stakeholder groups affected by the organization. Since the organizational operations are closely tied to environmental health, most of the stakeholders are downstream as the actors that affect the environment at large would only overcomplicate the table.
As discussed in a previous section, a large group of stakeholders is directly represented by members of the board of directors of Trees Virginia. This organizational structure provides an excellent framework for balancing the priority placed on initiatives. It also is a great way to organize efforts and ensure that program activities are running efficiently and effectively. Each activity hosted by the organization can be directly tied back to the stakeholder group that represents it, providing a lot of accountability and transparency.

This system map describes the theory of change of Trees VA. The only 'slow' variable in our map is Environmental Health. It is assumed that the actions of Trees VA will have a direct positive outcome on Environmental health. This will decrease the need for Trees VA to increase their output of activities, but urban foresters will always be needed in order to take care of city plants.
